I wish to change the length of time cookies are saved but this option is not highlighted. How can I make this change?

Under Tools/Options/Privacy, I have selected "accept cookies from sites". The window that enables you to specify the length of time for FIREFOX to save the cookies is not highlighted and is set to have them expire when the session is closed. How can I reset this to have the cookies saved for my next session?
