I am unabl eto log in to my sync account or even open another on one of my pc's, the control panel with these two options when displayed will not react, what can I do

I cannot log into my suync account from one of my PC's Browser. When I open the options and attempt to login the control panel remains the same no movement, when I click on "open account it does nothing". I have three other systems all working correctly this one refuses to cooperate.

Please assist.
