If you have the regular menus, use View > Toolbars > Navigation Toolbar.

If you have the orange Firefox button, tap the Alt key or press F10 to display the regular menus, then use View > Toolbars > Navigation Toolbar.

Does that work?

I just realized I have no idea whether those keys exist on the Mac. The orange Firefox button also lets you access the toolbar list from the triangle after "Options".
