Why can't I open a new tab?

When I click on the tab with a + on it, located next to the active tab a new page does not open. If I click on "New Tab" in the File menu a new tab does not open. My question is, Why won't a new page open when I click on a new tab?

More Information

I rebooted the computer and added the Firefox new tab plug in, that did not solve the problem. My version of Firefox is 3.6.15 and it is running on a Dell Inspiration notebook with Windows Vista.
