why is the scroll bar on the left?

I had to do a systems restore (using Vista) and now the scroll bar is on the left; it used to be on the right. If I use IE9 the scroll bar is on the right. What happened.

Set the pref layout.scrollbar.side to '2' to place the scroll bar at the right side.
