How to fix Extreme Latency when starting up Firefox

wondering if i can get any suggestions, my firefox (regardless of version) has extremely slow start up times. it takes anywhere from 30 seconds to about 60 seconds to start. i have disabled all add-ons , extensions, themes, tried mozilla safe mode , disable antivirus. all with the same result. my IE works fine...im using vista, dell xps 420 system
