Neither ARROW UP/DOWN nor PAGE UP/DOWN works in Firefox

After a routine Firefox update sometime in the last 30 days, my directional controls stopped working solely on Firefox webpages. Where an ARROW DOWN used to scroll up or down just like dragging the scroll bar (right side, Windows Vista), it now jumps unpredictable distances. It's neither like setting the scroll speed for distance; it way work slowly at first then jump to the bottom of the page. It's a bit worse with PAGE UP/DOWN which may or may not do anything.

All settings are correct using other programs so it's not a universal change in the computer's settings. My guess is that all webpages are being treated as if I'm scrolling fields in HTML. (And yes, the smooth scrolling box is checked in the computer). Maybe something tweaked something else to cause this because nothing seems to be the direct culprit.

You may have switched on caret browsing.

You can press press F7 (on Mac: fn + F7) to toggle caret browsing on/off.
