Alt ~ doesn't always toggle between windows on MacBook

I usually have multiple Firefox windows with multiple tabs. Usually I can press "Alt ~" or "Alt `" (same thing), and it will toggle between those open windows. It usually works ok.

I've noticed sometimes I press it and nothing happens. I think this is after I've closed the lid on my MacBook (running OS X 10.5.8) and reopened it.

I usually can "fix" it by clicking each of the multiple windows and then the Alt ~ feature will start working again.
