Deleted Mozilla folders after uninstalling. Reinstall won't add them back. FF won't launch and says it's already running.

I uninstalled FF by dragging the App to trash. I also deleted the Mozilla folders in Library/ and Library/Application Support. I reinstalled FF and tried to run it but it says the application is already in use. It looks like the new installation does not replace the Mozilla folders. I assume the problem is that FF can't find profiles folders in the Mozilla folders. Am I right about the problem, and if so, how can I get a FULL reinstallation of FF. It seems like even after deleting everything I can see related to the program, it still thinks it doesn't need to do a complete, fresh installation for me.
