I used CS5 to create a new .swf file. I already have one that works on the page, however my new flash will not work??

Yes. Apparently it's a website problem. The small flash can be found here:

The main flash works fine, however the smaller flash on the right hand side of the page does not work?

I think he is talking about the Flash "movie" that isn't loading under the Quick Links box in the right-hand column - right-click that grey box and it says "Movie not loaded...".

If you look on IE you will see on the right hand side of the page below the quick links the there is a button ad that says "association relationships".

There is a problem with a wrong SRC attribute for Firefox in the EMBED tag of that Flash object;

OBJECT for IE;
