How can I get zoomed screen (ctrl and +) to persist for session?

When opening a new window or following a link the view reverts to the default setting and has to be re-zoomed in on. Alternatively, can the default zoom setting be changed?

Zoom settings are for each domain. Load a web page from a different domain and the zoom level is at default for the new domain.

Default FullZoom Level extension:
