I created a master password and firefox occasionally will ask me for it, but I want it to ask me for it upon opening the program. It would let anyone get into my sites with stored passwords and I want to know if I can fix this.
I want to know if you can make any changes to the password settings, or at least make it ask for your master password upon opening firefox.

The default behavior is the master password will be asked the first time Firefox needs to access a password stored in the password manager. You can use the StartupMaster add-on to make Firefox request the master password when you open Firefox.
The part of your question about anybody getting into a site with a stored password, if they need to log into the site they will need to know the master password. If the site has a "Remember me" option so that you do not need to log into the site, then the password manager is not accessed so the master password is not required. To stop this happening you must not use the "Remember me" option, alternatively you can set Firefox to delete cookies when it closes since "Remember me" details are stored in cookies.
