There are 2 places to check for toolbars. First check the add-ons manager to see if the toolbar was installed as an extension, for details see Disable or remove Add-ons (The QIP bar is listed on the add-ons site, so the add-on is likely to have been installed as an extension).

If it is not listed in the add-ons manager, check the Windows Control Panel to see if the program can be uninstalled from there. For details of how to access the control panel see how to change or remove a program in Windows XP

Has it been set as the home page? If it has you can set the home page to whatever you want, for details see How to set the home page.

If you set the home page to something else and it goes back to that site, see How to fix preferences that won't save.

If that is not your problem, please give more details.

No...it not home page.

It a added tool bar (above of the task bar at the bottom of page) from QIP.RU that cannot be remove so far.

Do a malware check with a few malware scan programs.
You need to use all programs because each detects different malware.
Make sure that you update each program to get the latest version of the database before doing a scan.

For those who needs specific instructions:

  1.  In the Location bar, type about:config and press EnterReturn.
         * The about:config "This might void your warranty!" warning page may appear. Click I'll be careful, I promise!, to continue to the about:config page. 
  2. Search for the value: qip
  3. Right-click on the found entries in the list to reset the value to default (It will reset back to Google).
  4. Close the tab. Done
