Why can't I open?

This is what I get: Server Not Found

Firefox can’t connect to the server at water.weather.gov What can you do about it?

Try connecting on a different device. Check your modem or router. Disconnect and reconnect to Wi-Fi.

That site does not exist, according to status: https://downforeveryoneorjustme.com/water.weather.gov

Quoting https://www.weather.gov/dmx/nwps_info — "National Water Prediction Service Replaces Advanced Hydrologic Prediction Service" … etc. — yes, they should have supplied a redirection at that host, but, well… .gov 🤷
