Quit option clears history but does not clear recently closed tabs?

Settings provides feature "Delete browsing data on quit". With this feature ON and option "History" selected, the latest version clears the History list, but does NOT delete the list of Recently Closed Tabs on the history page. This seems to be a major bug.
