You have to search in the Home panel, not in General.

Not sure what that's supposed to communicate.
The only option I see in settings it "open previous windows and tabs" besides "Open Firefox automatically when your computer starts up" which is not a selection I would make.
There used to be a "use/remeber current tabs when opening firefox" (or something to that effect). It's no longer an option.
