I'm using 138.0.4. Why can I no longer access or store more than one window from my MacOS toolbar?

I'm using 138.0.4 in MacOS 15.5. When I updated to MacOS 15.5 Firefox only saved one of three windows. The MacOS toolbar at the bottom no longer gives me the option of opening another window, or selecting another window already open. I like the old behavior better.
