What's the difference between Restricted Domains and Quarantined Domains?

Why are there 2 keys ( extensions.webextensions.restrictedDomains and extensions.quarantinedDomains.list ), and why have they to be handled differently?

Hi :-) What's the difference between [[Why aren’t my add-ons working on some websites?|Restricted Domains]] and [[Why are some add-ons not allowed on sites restricted by Mozilla?|Quarantined Domains]]? Why are there 2 keys ( extensions.webextensions.restrictedDomains and extensions.quarantinedDomains.list ), and why have they to be handled differently?
