When the vertical tab bar is enabled, if there are no pinned tabs, when the mouse hovers over the vertical tab bar, the scrollbar will be in the exact position to display the active tab. However, if there are pinned tabs, when the mouse hovers over the vertical tab bar, the scrollbar will always be at the top.
