My laptop died and I have the SSD in a caddy connected to a spare PC. In order to import logins it looks like I need to convert the existing logins.json file to a csv. Not so keen to upload this to an online site. Tried excel to no avail. I have also attempted to copy and paste with Firefox closed. The file is there but passwords do not load into Firefox. Any suggestions appreciated.

You need to grab key4.db in addition to logins.json. Those two files together will let Firefox decrypt your logins.

Tried that to no avail. I coped and pasted everything. Bookmarks transferred but not passwords.

Only way it would not work is if you were transferring it to the wrong folder. Go to about:support and double check the correct path. If it still doesn't work, file a bug. Not much else to do here.
