Thunderbird and Firefox are creating unwanted Downloads and Documents folders in my home directory

I am running on Linux. I keep downloads in ~/tmp/ and documents in ~/docs/

Both Thunderbird and Firefox are configured to save downloads/attachments in ~/tmp/ (and they do) but still when either application is started it will create a Downloads directory and occasionally also Documents. I'll delete these directories, but every now and then something triggers their creation.

What am I doing wrong? How can I stop this behavior?

I'm told these are part of xdg spec. So this is expected behavior.
