since i downloaded Firefox 135, my mouse wheel defaults to one line at a time and no matter how many times i change it defaults to one line at a time at the next startup.

That is the mouse driver settings Firefox browser only uses the settings the mouse driver gives it. Check your mouse settings to be sure nothing was changed.
