It's not really ready yet. The pref is made for testing purposes.

When can we expect this to be ready? Is enabling it in browser level the only work around?

Not yet unfortunately. They work on it under https://bugzilla.mozilla.org/show_bug.cgi?id=418039, you can check progress there.
