Full screened Firefox on one display prevents any other Firefox windows from being minimized on Mac

On Mac OS 13.2.1, if I make a window full screen in one display (my Macbook screen for instance), all other Firefox windows have a grey-ed out yellow button for minimizing and I can't use the shortcut CMD+M as normal. This does not happen if I use full screen windows in multiple "desktops" on one display, but as soon as I split Firefox across two displays and full screen at least one window, all the others can no longer be minimized.

Unlike some older issues, I can still see the close, minimize, and maximize buttons but the middle minimize button is disabled as if every window were set to full screen mode.
