Mail filter does not work when checking mail but works from a different folder

I have several filters that I think have worked in the past, but are now a bit broken in Thunderbird 102.6.1 on MacOS.

When checking mail, the filter(s) seem to be bypassed. The filter(s) are supposed to direct a message with a certain content to the trash. But since the filter appears to be disfunctional duriing email checking, it lands in my folder called "Inbox Consolidated", a function of the "last resort" filter in my filter chain.

I can then manually execute "run filters on message" on the errant message and it then goes to the trash as expected.

For example, the filter is in the attached screenshot. I've tested its conditions on a message that definitely contains the text "Mail filter: Loan" and that works fine manually. But when I receive a message containing this text it does not go to the trash. It seems the filter was bypassed during checking. I have tried putting the filter all the way to the top in the filter list, and this still does not help. I have three other similar filters with the same issue. I really think this is a bug. Thanks for any help.
