How to get an attachment to open in a new tab on the browser instead of in the download box

I download an attachment from an email, then drag and drop it into an app. Then I click on the attachment in the app to check it. It used to open in a new tab on the browser next to the app I'm working on. Suddenly, today, when I click on the attachment it sends a new name back to the download box and ignores changes I have made to the attachment. How can I get it back to showing in a new tab on the browser?
