Dotted frame around some Firefox buttons after the last update

After the last update (98.0, Win 7x64) I got those black/yellow dotted frames around some objects in Firefox menus and dialogue boxes. Web pages content displays correctly. Please see the pictures. I use default theme, no CSS or custom styles. How can I fix this?
