Cheers is still present in Firefox 97 as a built-in monochromatic theme.

You can add the theme ID to the browser.theme.retainedExpiredThemes pref that you need to create as a new string pref if it doesn't exist.

The browser.theme.retainedExpiredThemes pref has an array list ([ID1,ID2]) of extension IDs. You can find the ID in its manifest.json file.
