Imported Bookmarks Do Not Appear In Highlights (forum search shows problem persisting for years)
Highlights only shows bookmarks added from Firefox, not those imported from an html file. There is no obvious way to fix this inconvenient behavior and no clear solution here or in other forums.
Moving the bookmarks to different locations in bookmark library has no effect. Obviously, there must be some setting or code that causes this and it should not be the default.
As a nontechnical user I am limited in my ability to find and fix the problem. But from a logical standpoint those highlights are populated from somewhere. Being able to change that location or move the imported bookmarks there should not be an easter-egg hunt.
This seems to be an ongoing and unaddressed issue. It probably persists because, while annoying, after failed attempts to resolve or get the community to address the issue, it becomes easier to just re-add the bookmarks.
As someone giving the browser a shot after deciding Opera was basically adware. This annoyance is a fairly disheartening switching cost.
Any help would be appreciated.

because you have researched this issue on this discussion forum, i have a couple of suggestions that could help.
user data between FireFox and Chrome is sharable. And if you develop a methodology, you can actually use Chrome as a back up application to record/store your FF user data. And if the FF user data becomes corrupted, you can imported it from Chrome.
Similarly once you create/have a FF profile with user data, you can upload it/sync it to your FireFox Account. Then once the syncing stops, log out of the FF account. The restoration of data from the syncing is most notable if/when you create a generic blank profile in FF. The sync'd user data will then restore that profile.
I believe the above methodologies should provide a benefit for you.
While I appreciate the prompt reply, this does not seem to address the issue at all.
I'm not referring to chrome or syncing. I exported bookmarks from Opera to html. I Imported those bookmarks to Firefox. They do not appear in the highlights on a new tab. The only way to make them appear in the highlights seems to be re-adding the bookmarks directly in Firefox.
If the only way to use bookmarks as desired (via highlights in new tabs) is to add them from within FF, the import from html function is a useless token.
the only time i have seen html data work like a charm is between chrome and FF. otherwise, i have never experienced perfect results when importing html from other browsers.
so i think the next step would be to arrange the imported bookmarks in FF to your visual preferences.
but after you do meticously arrange your FF bookmarks, then sync them up to the FF account. Upon completion, log out of FF.
as a suggestion, i would also install Chrome on your Mac. Once installed, execute an import but after your FF bookmarks are organized. You see, some people do not know that Chrome will act as a back up if you have to reinstall FF on your o.s. and or if your user data is lost from FF

I assume that existing bookmarks that appear in highlights have a rather high visit (frequency) count, while bookmarks you have imported have to start from all the way down and it will take some time to make them appear in the highlights section. You can pin favorite bookmarks to tiles on the Firefox Home page if that is where you want them to appear.
I have used Chrome in the past. Importing those bookmarks results in the same issue. They do not appear in highlights regardless of their location in the bookmarks library.
Regardless, your first step of "do it all in firefox" is precisely the issue. If you have to do it all in FF, then there is little to no value in importing.
As I pointed out in my original post: There must be some code or setting that sources the bookmarks to be displayed in the highlights area of a new tab. The fact that it only sources bookmarks natively added in FF is a bug. It may not be a deal-breaking bug. However it is something that should be addressed by the developers.

According to these materials, the "top sites" should be based on frequency. Moreover, As a brand new install, the frequency of a natively added bookmark and one visited after import would both be the same. However only natively added bookmarks appear in highlights.
I did see that there is a frequency value attached to bookmarks in about:config but I am not a technical user should not have to toggle those values for the desired behavior. Also, based on the above I don't think that's necessarily the issue.
