Why are allowed pop-ups websites now blocked in private mode?

Since an automatic update to v87.0, I have noticed websites that are in my allowed list for pop-ups are now blocked by default in Private Browsing Mode. I.e. the exception list seems to work in normal mode but ignored in private mode. How can I re-enable it in private mode?
