I just hit this symptom with: 78.5.0esr (64-bit) (on Debian [buster])

The point (2) in the original post resolved my issue: (2) Flush Data for Problem Site(s)

LocalStorage 

   Good: Totally Working. (fullyOperational)

QuotaManager 

   Bad: Totally Broken. (fullyBroken)

IndexedDB 

   Bad: Totally Broken. (fullyBroken)

Cache API 

   Bad: Totally Broken. (fullyBroken)
