Open a page with reference to some particular part of the page in url (i.e. it looks like <URL>#<tag>). A simple example is to open some Doxygen docs and click on some function in an outline. 2. Scroll away from the place you initially arrived to (i.e. away from the tag position). 3. Scroll down (up) if you previously scrolled up- (down-) wards with respect to the tag location. 4. You are back at the tag (without intent).

I guess this happens due to update of the page (this will trigger any other browser to reset current location to the starting one).
