Firefox Accounts: Two-factor Authentication was still disabled after a confirmation that it was enabled

I successfully went through the process of enabling 2FA several times, but it still says it's disabled in Firefox Account settings. The "Refresh Status" button does not help.

The issue resolved itself before I finished typing this report, but it was very confusing.
