Is the update server sending a update.xml each time Firefox connects?

Normally you only get a update.xml file if there is an update available. If you always get this XML file then Firefox might try to install the Firefox version present in this file. You can possibly check this in the Browser Console and open "Help -> About Firefox" or use "Options/Preferences" to initiate a check.

I don't know how this works if you install an update server locally.

That link is the one I followed to set up the up date server. I am guessing that the first line of this answer is the clue to solving my issue. Iwill experiment.
