You can set a local image file as your homepage.

Go to Menu -> Options -> Home page for *Homepage and new windows In the Custom URLs... field modify this syntax to your local image file:

file:///C:/Users/RobertJ/Pictures/ParisTrip/EiffelTower.jpg

always be certain to include the file extension.

You may need to re-size the image to fit the area in your browser. There is a Ruler Tool in the Web Console.

You can also set a gif as your Homepage:

file:///C:/Users/RobertJ/Pictures/Nature/Waterfall.gif
