Mailto Opens New Empty TBird Instance

Windows 10. TBird (portable) is set to default email program and default app for "mailto" protocol. I always update it to latest version.

When I click a mailto link, TBird used to open a new email using the default account. This setup has worked find for years, but over the last couple of months, this problem emerged: When I click a mailto link, a new instance of TBird launches and asks to create an email account. The new instance is empty of all accounts, settings, and add-ons. However, it is the most recent verion of TBird, so I assume is launching from my default (portable) install.
