There are some sites I have to go into and this damn thing keeps coming up. What is the point of the Proceed Anyway option if it doesn't even work? And is there an email address for me to contact mozilla directly? I spent a whole hour just trying to find this page.

Try using Microsoft Edge for your downloads and see whether they work there. Microsoft using a different filter list from Firefox and other browsers that use Google's SafeBrowsing service.
