Some menus show items horizontally

After updating Firerox to 71.0 some of the menus have their items stacked horizontally (see the screenshot). This makes my bookmark folders unusable, especially when there are more items that can fit into the screen. The problem persists in the Safe Mode.

Start Firefox in Safe Mode {web link}

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

Are you using a userChrome.css file that could be causing this?

I can remember that I have seen this happen myself, but I can't remember how I fixed this.
