Sending the DNS request over HTTPS only covers the first step: requesting the IP address of the server corresponding to the host name. The next step is to send the request to the server. If you don't want the server to track the request back to your service provider (e.g., home ISP, work network, coffee shop hotspot) then you will need to continue using a VPN.

DoH only hides the DNS request from other servers in the connection chain including your ISP and doesn't affect your IP. A VPN usually gives you another IP and can locate you in a different country (you can usually choose an exit point in a specific country).
