When an Add On is Disabled , is it still able to "Access your data for all websites" in any way ?

So 'Access All' is a big Permission to live with so I hope to understand what Disabled means before I am comfortable installing Add On X and relying on Disable when doing anything sensitive like setting up a new username passwords etc.

So my question is : If you have 3 FF windows open with 30 active tabs and then you decide to Disable each Extension (Ctrl+Shift+A > 3dots > Disable) , will any add-on code keep operating in the background on any existing or new tabs ?

When disabled, the add-on should stop working. However, some require the browser be restarted to take effect. You would be notified in that case.
