Is Mozilla planning to check Pwned Passwords in Lockwise?
Everything I have read regarding Monitor and Lockwise suggests that account breach notifications are going to rely on whether passwords were included in the breach and whether the user has changed that password since the date of the breach. But is Lockwise (or Monitor) ever going to use the HIBP's Pwned Password API?

That is currenly not a feature of Lockwise, but it is something that may be considered for inclusion in a future update.
As of Firefox 70, Firefox does notify if a site you visit has recently been breached.
