Intranet Certificate has triggered the "SEC_ERROR_UNKNOWN_ISSUER" error ("security.enterprise_roots.enabled" has been set to true)

The problem starts occurring after we have upgraded Firefox from 60.8.0 ESR to 68.0.2 ESR.

It has been checked in about:config that "security.enterprise_roots.enabled" has been set to true.

Can anyone please help? Thank you very much.

It is quite weird that the intranet page can be loaded successfully if we refresh the page (in the error page).

The error is only triggered when the below conditions are met: (1) Re-open the Firefox browser (2) Visit the intranet page for the first time
