How to rearrange Top Sites on iOS?

Hello! So, I used to be able to drag and rearrange the order of my Top Sites, but haven’t been able to for several months. If I tap & hold an icon it brings up a sub-menu that allows me to delete, pin, etc. but I can’t move which order it appears. Every time I add a new website to my Top Sites it pushes everything else back by one spot, which is very annoying. I’ve looked through the Settings & the articles and can’t find anything. The closest I’ve come is an article that says to tap on the menu in the lower right, select Settings, then Home...but I don’t have a Home option, just Homepage, which only allows me to set a website as the homepage (and I want new tabs to open to my Top Sites). What am I missing??
