You'd need to use the InstallAddonsPermission policy either via Windows Group Policy or a policies.json file. This should work without issue on both the regular Firefox and the Firefox ESR version.

NOTE: If you want to do this using Windows Group Policy, you are looking for the Allow add-on installs from websites option in the Addons folder in the Group Policy Editor window.

We'll also have a new policy called ExtensionSettings in Firefox 69 and Firefox ESR 68.1 that will give much granular control.
