When I right-click on the new tab page, I don't get a context menu, so I got to this by clicking the three-line menu on the new tab page &gt; Web Developer &gt; Inspector. Also, as I mentioned before, part of the problem is that I have no cogwheel on the new tab page, so I can't get into that particular menu.

In Firefox 60 ESR you need to click the cogwheel button on the <b>about:newtab page to select what to show or modify </b>browser.newtabpage.activity-stream.feeds.* prefs on the <b>about:config</b> page that are false and toggle their value to true with a double-click.
In Firefox 60 you would need an extension to change the new tab URL.
