Creates new sync file instead of connecting to saved one.

After win10 re-install: I sign in I successfully enable sync, but Firefox doesn't sync to existing, it creates a new one called "Current device" When I look at devices, the correct one is there as well as "Current Device" Syncing worked before OS re-install I tried to add a screenshot, but just spins

ALSO Please remind me how to get the synced tabs toolbar to show across the top
