When I clicked + before it used to open just a new tab, now it opens a new tab and a new window instead. How do I get rid of this?

When I clicked + or CTRL+T before it used to open just a new tab, but now it opens a new tab and a new window instead. It still shows the new tab in the same window, but also opens a new window in which all the tabs from the old window appear too. It's driving me mad. How do I get rid of this?
