Can't save images from HTML mail

I'm running TBird 60.7.0 on Windows 10 v1809. I'm looking at html email which has an image included with an tag. I used to be able to right click on the image, click on Save Image As, fill in the Save As dialog, and get a file saved.

This no longer works. I can click on Save Image As, but nothing happens, no save dialog, and no file appears on my hard drive. I've checked with email from several different sources and all have the same problem. Going into safe mode does not help.

I believe the problem started with updating to this version.

What can I do?

Trying other things, I find that all save functions are acting the same way. I cannot save attachments and I cannot save an email as a file. In each case, click the appropriate menu entry appears to do nothing.
