Unfortunately, we cannot recover your account if you don't have access to either the recovery code for your account or your two-factor authentication device. This is for security and privacy reasons.
If you are logged into your Firefox Account already on another device, you can try disabling two-step verification on your account.
If you having your account recovery code, you can select the Use recovery code option when asked for your two-step authentication code.
Unfortunately, if neither is an option for you, we can't recover your account. When using two-step authentication, it's important to keep any recovery codes so that you can recover accounts in a situation like this.
More information about the topic can be found in What if I'm locked out of Two-Step Authentication?
