I go to save a Complete Web Page, and I often get the yellow dot and it says 'failed'. I then use the RETRY option and it reports success. Unfortunately when I finally got around to checking some saved pages, I find many have only partially saved or are even just a blank page, so success was a lie. This is with pages I always save and later check - PayPal, GOG Cart, etc. I had one chance only to save those pages, so I am not very happy, as they were an important record. This has happened since updating past Firefox v61. I have had this happen in the past, but it has always been fixed by the next Firefox update, not this time. I am using Windows 7. I have very few Addons installed. Because of issues like this, I generally only update when I need to. If this cannot be solved, I will have to swap to another browser, which will not make me very happy.

They could've change their page codes or scripts to prevent saving their pages. What you want is something like Acrobat that can save the site as a pdf to access. Sites are nowdays protecting their site either by disabling rightclicks or any attempts to save them and Browser can bypass that.
